PM George Papandreou`s intervention at the plenary session of the Eastern Partnership Summit (Warsaw, 30/9/2011)

By virtue of its location, Greece is uniquely positioned as a bridge linking the Eastern and the Mediterranean dimensions of Europe’s Neighborhood Policy and has promoted the development of both since the ENP’s inception. Therefore, we are very supportive of the strengthening of the Eastern Partnership (EaP) envisaged in the new Neighborhood Policy, based on our shared principles of liberty, democracy, respect for human rights and fundamental freedoms and the rule of law.
The re-launching and re-energizing of the Eastern Partnership, and of the European Neighborhood Policy as a whole, was long overdue. It was necessary in order to better respond to serious common challenges – political, economic, geostrategic, environmental or pertaining to security and energy – but also in order to better prepare for the future.
Structural reforms, internal political tensions, gas routes, energy supply, ecological risks, economic development, illegal immigration and organized crime, are only some of the challenges we are faced with in the framework of the Eastern Neighborhood Policy. Our engagement in the Eastern Neighbourhood is also a matter of consistency and credibility for the EU. Our strategic goal is and will remain the creation of a wider area of stability and prosperity, both in the South as well as in the East. This could only be done by boosting mutually beneficial institutional cooperation and by converging on a set of common values and standards, modeled on the EU positive paradigm and experience.

PM George Papandreou at the EU Eastern Partnership Summit (Warsaw, 29-30/9/2011)

Prime Minister George Papandreou attended the EU Eastern Partnership Summit, held in Warsaw on September 29-30.
Addressing the summit, Papandreou urged his European partnersto explore ways of institutional cooperation that would help promote stability and prosperity in both the eastern and southern zones of the European Neighbourhood Policy.

Papandreou proposed that the summit establish a small number of realistic and shared short-term and long-term targets, especially in areas of heightened interest that had a tangible impact on citizens, such as mobility, visas, tourism and energy.

“We will then be able to focus on their effective implementation for our mutual benefit,” he said, adding that too ambitious a programme could become counter-productive.
Η Σύνοδος για την Ανατολική Εταιρική Σχέση πραγματοποιήθηκε στη Βαρσοβία στις 29 και 30 Σεπτεμβρίου, στο πλαίσιο της Πολωνικής Προεδρίας της ΕΕ.
Στη Σύνοδο συμμετείχαν εκπρόσωποι 33 χωρών, μεταξύ των οποίων τα 27 κράτη μέλη της ΕΕ και οι έξι χώρες της Ανατολικής Ευρώπης και του Νοτίου Καυκάσου: Αρμενία, Αζερμπαϊτζάν, Γεωργία, Μολδαβία, Ουκρανία και Λευκορωσία. Την Ευρωπαϊκή Ένωση  εκπροσώπησαν οι Πρόεδροι του Ευρωπαϊκού Συμβουλίου, Herman Van Rompuy, του Ευρωπαϊκού Κοινοβουλίου, Jerzy Buzek, της Ευρωπαϊκής Επιτροπής, Jose Manuel Barroso και η ύπατη εκπρόσωπος για την εξωτερική πολιτική και την πολιτική ασφάλειας, Catherine Ashton.
Η Ανατολική Εταιρική Σχέση (ΑΕΣ) αποτελεί ευρωπαϊκή πρωτοβουλία που αφορά στη συνεργασία των προαναφερθέντων 6 χωρών της Ανατολικής Ευρώπης.
Την Ελλάδα εκπροσώπησε ο πρωθυπουργός Γιώργος Παπανδρέου.
Στο περιθώριο του δείπνου εργασίας στις 29 Σεπτεμβρίου, ο πρωθυπουργός Γ. Παπανδρέου είχε συνομιλίες με τους πρωθυπουργούς της Γαλλίας Francois Fillon, της Ισπανίας Jose Zapatero, της Πορτογαλίας Pedro Coelho, της Ιρλανδίας Enda Kenny, της Εσθονίας Andrus Ansip με την γερμανίδα καγκελάριο Angela Merkel, με τον αντιπρόεδρο της βρετανικής κυβέρνησης, Nicholas Clegg, με τους Προέδρους της Ουκρανίας Viktor Yanukovich, και της Γεωργίας Mikheil Saakashvili.
Στις 29 Σεπτεμβρίου ο πρωθυπουργός είχε, επίσης, συνάντηση με τον Πρόεδρο του Αζερμπαϊτζάν, Ilham Aliyev, με τον οποίο συζήτησε ενεργειακά και οικονομικά θέματα, καθώς και εθνικά θέματα, όπως το Κυπριακό.
Στο περιθώριο της Συνόδου στις 30 Σεπτεμβρίου, ο πρωθυπουργός Γ. Παπανδρέου συναντήθηκε με τον Πρόεδρο του Ευρωπαϊκού Συμβουλίου, Herman Van Rompuy, με τον οποίο συζήτησε μεταξύ άλλων για την πορεία της ελληνικής οικονομίας και την υλοποίηση των αποφάσεων της 21^ης Ιουλίου.
Συναντήθηκε, επίσης, με την πρωθυπουργό της Σλοβακίας Iveta Radicova. 
Τα κυριότερα σημεία της εισήγησης του πρωθυπουργού Γ. Παπανδρέου στο δείπνο εργασίας των εθνικών αντιπροσωπειών έχουν ως εξής:
“Είναι γεγονός ότι φέτος η Ευρωπαϊκή Ένωση χρειάστηκε να εστιάσει την προσοχή της σε άλλες γειτονικές περιοχές, κυρίως στο Νότο, λόγω των ιστορικών και ευρείας εμβέλειας εξελίξεων που σημειώθηκαν εκεί.

Ομιλία υπουργού Εξωτερικών Δημήτρη Δρούτσα στους προϊσταμένους των Γραφείων Τύπου Εξωτερικού

Ο Υπουργός Εξωτερικών Δημήτρης Δρούτσας ήταν εκ των ομιλητών στην ετήσια συνάντηση των Προϊσταμένων των Γραφείων Τύπου & Επικοινωνίας Εξωτερικού, που πραγματοποιήθηκε στη Γενική Γραμματεία Επικοινωνίας – Γενική Γραμματεία Ενημέρωσης  στις 17 Ιανουαρίου 2011.
Ακολουθούν τα βασικά σημεία και το πλήρες κείμενο της ομιλίας του κ. Δρούτσα.
Βασικά σημεία:

• Η κυβέρνησή μας από την πρώτη στιγμή που ανέλαβε, έδωσε τον τόνο της εξωτερικής πολιτικής που θα ασκήσει: έδειξε ότι θέλει και δεν φοβάται τις μεγάλες αλλαγές που είναι απαραίτητες και σε αυτόν τον τομέα. Τέλος λοιπόν στην αδράνεια που μόνο πιο απομονωμένους μας άφησε, τέλος στο συντηρητισμό χάριν δήθεν της διαφύλαξης των κεκτημένων, τέλος στις γνωστές φοβίες στα σύνδρομα του παρελθόντος που περιέβαλαν την εξωτερική πολιτική και την κρατούσαν εγκλωβισμένη. Ο κόσμος πήγε μπροστά κι εμείς κινδυνεύαμε να μείνουμε πίσω. Και όταν μας χτύπησε η οικονομική κρίση, φάνηκαν τα αδιέξοδα μίας εξωτερικής πολιτικής που δεν είχε εξασφαλίσει στη χώρα μας τουλάχιστον ένα απόθεμα αξιοπιστίας.
• Σε ένα χρόνο, τολμώ να το πω, ήδη πετύχαμε πολλά. Κυρίως ανατρέψαμε ισορροπίες που είχαν διαμορφωθεί σε βάρος μας και, το σπουδαιότερο, δώσαμε πάλι φωνή και ρόλο στην Ελλάδα, ιδιαίτερα στον άμεσο περίγυρό της : στα Βαλκάνια, στον Εύξεινο Πόντο και τον Καύκασο, και στην Ανατολική Μεσόγειο, η Ελλάδα είναι πάλι παρούσα.
• Στα Βαλκάνια, η πρωτοβουλία μας, η γνωστή πλέον σε όλους πρωτοβουλία μας για μία «Ατζέντα 2014», έχει δώσει νέα ώθηση στην ενταξιακή προοπτική των Δυτικών Βαλκανίων. Κυρίως, έχει ανοίξει τη συζήτηση για την προοπτική ολοκλήρωσης αυτής της διαδικασίας με τον προγραμματισμό της Συνόδου Κορυφής ΕΕ-Δυτικών Βαλκανίων, που θα πραγματοποιήσουμε κατά την επόμενη προεδρία μας στην ΕΕ το 2014.
• Μιας και μιλάμε για τα Βαλκάνια, το Σκοπιανό, εδώ η θέση της Ελλάδας είναι ξεκάθαρη και γνωστή σε όλους από την αρχή. Θέλουμε να βοηθήσουμε τη γειτονική μας χώρα, θέλουμε να δούμε την ένταξή του και στην ΕΕ, και για αυτό το σκοπό εργαζόμαστε, και για άλλη μία φορά απευθύνουμε την έκκληση-πρόσκληση προς την πολιτική ηγεσία των Σκοπίων να εργαστεί μαζί μας ακριβώς σε αυτήν την κατεύθυνση και να έρθει και εκείνη με εποικοδομητικό τρόπο στο τραπέζι των διαπραγματεύσεων υπό την αιγίδα του ΟΗΕ.
• Στον Οργανισμό Οικονομικής Συνεργασίας του Ευξείνου Πόντου, ασκήσαμε την περασμένη χρονιά, μία εξαιρετικά επιτυχημένη προεδρία που διάνοιξε νέες αναπτυξιακές προοπτικές, και τις συνέδεσε για πρώτη φορά μάλιστα με το περιβάλλον, με την πράσινη ανάπτυξη.
• Στην Ανατολική Μεσόγειο, χώρο ζωτικού μας συμφέροντος, έχουμε ανοίξει, αν θέλετε, το παιχνίδι. Οι διευρυμένες σχέσεις μας με το Ισραήλ, αλλά και η ανανέωση των σχέσεών μας με τον αραβικό κόσμο, για να το τονίσω αυτό, παραδοσιακών σχέσεων αλληλοσεβασμού και αμοιβαίας εμπιστοσύνης με βαθιές ρίζες. Όλα αυτά έχουν δημιουργήσει μία νέα δυναμική και σε αυτήν την περιοχή και έχουν δώσει στην Ελλάδα ένα αυξημένο ρόλο, τον οποίο αναγνωρίζουν όλοι.
• Κυπριακό – και εδώ οι θέσεις μας καθαρές: λύση βάσει των αποφάσεων του Συμβουλίου Ασφαλείας του ΟΗΕ με πλήρη σεβασμό στο ευρωπαϊκό κεκτημένο. Μην ξεχνάμε, η Κυπριακή Δημοκρατία είναι πλήρες κράτος-μέλος της ΕΕ και αυτό μία μεγάλη επιτυχία και της ελληνικής εξωτερικής πολιτικής στο παρελθόν.
• Η Ελλάδα, ένας από τους πιο συνεπείς υποστηρικτές της ένταξης της Τουρκίας στην Ευρωπαϊκή Ένωση, δε θα ανεχθεί μία εικονική ενταξιακή διαδικασία, στην οποία η Τουρκία θα παίρνει σιγά-σιγά από την ΕΕ ό,τι θέλει, χωρίς όμως την εκπλήρωση των υποχρεώσεών της απέναντι στην ΕΕ και απέναντι σε κάθε κράτος-μέλος της ΕΕ. Ειδικά ως προς αυτό, προτείναμε και συζητούμε με τους εταίρους μας μία ιδέα, μία νέα ελληνική πρόταση, την ιδέα σύγκλησης μίας Συνόδου, ενδεχομένως ακόμα και σε επίπεδο κορυφής, γιατί όχι, που θα ανανεώσει την αμοιβαία δέσμευση για πλήρη συμμόρφωση της Τουρκίας με το κοινοτικό κεκτημένο, έναντι της πλήρους ένταξης.
• Η ιδέα, η πρόταση είναι για μία σύνοδο για την Τουρκία, το θέμα της Τουρκίας και των σχέσεων της Τουρκίας με την ΕΕ, για το θέμα της ενταξιακής ευρωπαϊκής πορείας της Τουρκίας και όχι για να δώσουμε στην Τουρκία, μέσω αυτής της Συνόδου, μία αναβαθμισμένη, αν θέλετε, θεσμική ιδιότητα στην Τουρκία, όπως κάποιοι κακοβούλως θέλουν να παρουσιάσουν.
• Όταν η Ελλάδα γίνεται πρωτοσέλιδο σε μεγάλα ΜΜΕ δεν είναι δυνατόν να απουσιάζει η ελληνική φωνή. Εγώ είμαι από αυτούς που πιστεύουν ότι ακόμη και η ατυχέστερη συγκυρία μπορεί να μετατραπεί ακόμα και σε ευκαιρία, αν τη χειριστούμε σωστά. Μην κλεινόμαστε στο καβούκι μας, λοιπόν. Εμείς από την Αθήνα θα σας υποστηρίξουμε, τουλάχιστον θα το προσπαθήσουμε αυτό με τον καλύτερο δυνατό τρόπο.
• Πρέπει να το πάρουμε απόφαση όλοι μας ότι ερχόμαστε από μία χώρα συγκριτικά, ίσως, μικρή, όμως σημαντική, που δικαιολογημένα καταλαμβάνει πολύ περισσότερο χώρο στα διεθνή ΜΜΕ από ό,τι αναλογεί στο μέγεθός της. Για καλό, όπως π.χ. με τους πρόσφατους Ολυμπιακούς Αγώνες στην Αθήνα, ή δυστυχώς και για κακό, όπως σήμερα με την κρίση. Η φωνή σας, λοιπόν, έχει δύναμη και ο κόσμος περιμένει να την ακούσει.

Επιχειρηματική εκδήλωση Γραφείου ΟΕΥ Ελληνικής Πρεσβείας Βαρσοβίας (7/12/2010)

Πραγματοποιήθηκε στις 7 Δεκεμβρίου στη Βαρσοβία επιχειρηματική εκδήλωση απευθυνόμενη στους οικονομικούς εταίρους και συνεργάτες των ελληνικών επιχειρήσεων στην Πολωνία. 
Η εκδήλωση είχε ως στόχο την διερεύνηση δυνατοτήτων και προοπτικών ενίσχυσης και περαιτέρω προώθησης της οικονομικής και επιχειρηματικής συνεργασίας ανάμεσα στην Ελλάδα και την Πολωνία. 
Η φετινή εκδήλωση με θέμα ‘’ Global Crisis, Chances for Business Opportunities & Greek-Polish Economic & Entrepreneurial Cooperation’’, αποτελούσε συνέχεια αντίστοιχων εκδηλώσεων των προηγουμένων τριών ετών. Επιδίωξή της ήταν η ενημέρωση της τοπικής επιχειρηματικής κοινότητας – πολωνικής και ελληνικής – για την κατάσταση της ελληνικής οικονομίας, αλλά και για τις ευκαιρίες για ανάληψη επιχειρηματικών πρωτοβουλιών στην Ελλάδα και στην Πολωνία.
Σε σύντομο χαιρετισμό του πρέσβη Γαβριήλ Κοπτσίδη, στην έναρξη της εκδήλωσης, επισημάνθηκαν ως βασικοί στόχοι της εκδήλωσης, η επίτευξη μιας περισσότερο εποικοδομητικής οικονομικής συνεργασίας σε διμερές επίπεδο, η ενίσχυση της παρουσίας ελληνικών επιχειρήσεων στην πολωνική αγορά, καθώς και το ενδιαφέρον που παρουσιάζει η ανάληψη πολωνικών επενδυτικών πρωτοβουλιών προς την Ελλάδα.
Η βουλευτής και πρόεδρος της Επιτροπής Ελληνο-Πολωνικών Σχέσεων, Iwonna Arent, χαιρέτησε την εκδήλωση, εκτιμώντας ότι συμβάλλει στη περαιτέρω ανάπτυξη των διμερών σχέσεων, καθώς η επιχειρηματική πρωτοβουλία διαθέτει μια δυναμική που συνδράμει και ενισχύει την προώθηση και των πολιτικών σχέσεων. 
Ο διευθυντής του Υπουργείου Οικονομίας, αρμόδιος για θέματα χωρών Ευρωπαϊκής Ένωσης, M. Korowajcyk, επεσήμανε τις προόδους  που έχει επιτύχει μέχρι σήμερα η πολωνική οικονομία, καθώς και τις δυνατότητες που παρουσιάζει η χώρα του ως δυναμικός εμπορικός, επιχειρηματικός και οικονομικός εταίρος της Ελλάδος.  
Εκπρόσωποι επιχειρηματικών φορέων, όπως ο W. Szewko από πολωνικής πλευράς (Business Center Club) και ο Ι. Πατσιαβός από ελληνικής πλευράς (ΣΕΒ), εξέφρασαν την ικανοποίησή τους για την πραγματοποίηση της συγκεκριμένης εκδήλωσης και αναφέρθηκαν διεξοδικά στην συμβολή των φορέων που εκπροσωπούν στην ανάπτυξη και στην ανάγκη εξωστρέφειας των επιχειρήσεων.
Στο δεύτερο μέρος της εκδήλωσης έγιναν παρουσιάσεις :  
– από τον προϊστάμενο του Γραφείου ΟΕΥ της Πρεσβείας, Π. Γιαννούλη, Σύμβουλο ΟΕΥ Β’, σχετικά με την κατάσταση της ελληνικής οικονομίας, και τις θετικές δυνατότητες που αυτή επιφυλάσσει, παρά την κρίση, για τη δυνατότητα δυναμικής παρουσίας και προόδου  ελληνικών επιχειρήσεων στην πολωνική αγορά, καθώς και τις ικανοποιητικές προοπτικές περαιτέρω ανάπτυξής τους, 
– από τρεις εκπροσώπους ελληνικών επιχειρήσεων που δραστηριοποιούνται επιτυχώς στην Πολωνία, τον  Dan Nistor (Coca Cola 3E), τον Ν. Σμιρνόφ (Chipita) και τον Σ. Γεωργιάδη (Mantis), οι οποίοι υπογράμμισαν την επιτυχημένη παρουσία των επιχειρήσεών τους στην πολωνική αγορά και τη σημαντική τους ανάπτυξη στους τομείς δραστηριότητάς τους. 
Η εκδήλωση ολοκληρώθηκε με δεξίωση που παρέθεσε η Πρεσβεία προς τους συμμετέχοντες, με την παρουσία της πρέσβεως της Κύπρου, στελεχών ελληνικών επιχειρήσεων στην Πολωνία, καθώς και αντίστοιχων εκπροσώπων πολωνικών επιχειρήσεων που δραστηριοποιούνται στην Ελλάδα.
Το Γραφείο Τ’ύπου συνέβαλε στην προβολή της εκδήλωσης, πραγματοποιώντας μεταξύ άλλων, σε συνεργασία με το Γραφείο ΟΕΥ, ειδικές συναντήσεις με οικονομικούς συντάκτες και διευθυντές πολωνικών ΜΜΕ. 

Greece assumes BSEC chairmanship

Greece has assumed, the rotating chairmanship of the Black Sea Economic Cooperation (BSEC) organisation, at a special ceremony, during the 22nd meeting of the Council of Ministers of Foreign Affairs , held in Sofia, Bulgaria on May 28.
“It is our objective to establish the Greek Chairmanship-in-Office of the BSEC as a turning point for the entire region towards Green Development.
Its central theme will be Black Sea turns Green,” Deputy Foreign Minister Spyros Kouvelis stressed in his address to the meeting upon the assumption of the chairmanship.
He also noted that the emphasis on “green development” will highlight the comparative advantages of the Black Sea region in terms of environmental protection, culture, tourism, alternative energy sources and new technologies.

New era in Greek-Turkish relations

High Level Cooperation

Premier George Papandreou and Turkish Prime Minister Tayyip Erdogan expressed their will to take important steps towards the improvement of Greek-Turkish relations, as the Turkish leader wrapped up an official visit to Athens on Saturday.
This was sealed with the opening session of the Greece-Turkey High Level Cooperation Council and the signing of 21 agreements.
George Papandreou met with the chiefs of Turkish media, while Erdogan with the chiefs of the Greek newspapers.
The Greek premier told Turkish journalists that Erdogan’s visit heralds a new era in Greek-Turkish relations, further adding that the two sides had better overcome their differences. He also touched on economic cooperation between Athens and Ankara.

“We have an agreement”

Twenty-one cooperation agreements in fields as diverse as technology and tourism were signed during the Turkey-Greece High Level Cooperation Council.
Ministers signed agreements boosting trade, investments and shipping and the two countries will hereby extend their cooperation in projects concerning infrastructure works and transnational transport networks.
Relations between the two countries in the field of immigration will be governed by a bilateral agreement which provides for readmission of illegal immigrant flows to Turkey and cooperation in the fight against organized crime, trafficking and civil protection.
Both sides agreed to improve tourism cooperation, aiming at increasing their market share in countries with economic potential such as China, as well as raising global awareness on matters of cultural heritage protection.

Special attention was given to education and synergies concerning research. Environment protection and joint ventures in energy projects including renewable energy sources and the existing Turkey- Greece-Italy gas pipeline were also sealed with respective deals.
In terms of strengthening bilateral ties,  a Joint Political Declaration on the establishment of the High Level Cooperation Council as well as a Protocol on regular political consultations between the two countries’ foreign ministries were signed.

Signing the Olympic Truce

Turkey’s Prime Minister Recep Tayyip Erdogan concluded on Saturday his landmark visit to Athens by signing the Olympic Truce initiative.

At a brief ceremony in front of the imposing Panathenaic Stadium, Erdogan referred to the “great honour in signing my name in this book; to put my signature for a world of peace.”
Papandreou said that Turkey’s support for the idea sends out a clear message “by Turkey and Greece to the world,” adding that Greece will actively support Istanbul’s bid to host the 2020 Olympic Games.

New impetus for Greek-Turkish relations

(GREEK NEWS AGENDA) A new impetus for Greek-Turkish relations was given yesterday following a letter by Prime Minister George Papandreou addressed to his Turkish counterpart, responding to prior correspondence between the two leaders.

The Greek side proposes the launch of a series of talks on the issue of the continental shelf, within a specific time limit and the option for both sides to resort to the International Court of Justice in The Hague in case of a dead-end.
Papandreou deems the Turkish proposal of establishing a High-level Council of Cooperation important and invites Recep Tayyip Erdogan to pay an official visit to Greece, sometime before summer, in order to set a time framework.
Moreover, the Greek Premier highlights the need for de-escalating tension over the Aegean Sea and stresses that military activity in the area must be avoided since it jeopardizes security and fuels tension. Referring to the pressure exercised on bilateral relations due to immigration flows’ movement, Papandreou reiterates the necessity for Turkey to abide by the Greek-Turkish Readmission Protocol (2001).
The premier concludes by expressing Greece’s support for Turkey’s European perspective, provided that the latter honours its obligations towards the Greek minority in Turkey and the Ecumenical Patriarchate.

“Greek Foreign Policy: Challenges and Prospects”

(GREEK NEWS AGENDA) Addressing the conference “Greek Foreign Policy: Challenges and Prospects” held yesterday on the premises of the Foreign Affairs Ministry,  Deputy Foreign Minister Spyros Kouvelis referred to Greece’s foreign policy priorities centering on economic diplomacy, relations with Greeks abroad and green development.

Kouvelis stressed that the Balkans, the wider Black Sea region and that of Eastern Mediterranean is of particular interest to Greece.
He therefore took the opportunity to refer to the country’s upcoming Chairmanship in the Black Sea Economic Cooperation (BSEC, June 1 to December 31, 2010),  forwarding the message that, in its capacity, Greece is committed to strengthen the organisation’s role with respect to its member-states and the region’s economic development.
Finally, on green development, Kouvelis emphasised Greece’s need to live up to the challenges of the new situation taking shape globally. The conference was organised by the Institute of International Relations, an Athens-based think tank affiliated with Panteion University of Social and Political Sciences.

(GREEK NEWS AGENDA) Political Declaration Adopted Foreign ministers from the Organisation for Security and Cooperation in Europe (OSCE) 56 participating states charted the way ahead for the OSCE-anchored debate on the future of European security known as the Corfu Process in a decision and a Ministerial Declaration adopted yesterday after a two-day Ministerial Council held in Athens (December 1-2). “The Corfu Process will be taken forward by our Permanent Representatives to the OSCE in Vienna, in accordance with the decision we are adopting today. We remain committed to provide strong political impetus to the Corfu Process, and we are looking forward to reassessing its progress in 2010, in the format and level that we will deem appropriate, taking into consideration the results we achieve,” it is stated in the Declaration, which is the first to be adopted since 2002. Athens Ministerial Council (dedicated webpage) Turning a New Page Commenting on the Ministerial Council at a press conference, held at the end of the meeting, Greek Prime Minister and Foreign Minister and OSCE Chairman-in-Office George Papandreou referred to a new page in the Organisation’s history. “We have committed ourselves in a joint document on how to face common challenges,” he said noting that, Kazakhstan’s task -which is assuming the Presidency of the OSCE for the next year-, is difficult. But as the Greek premier stressed, “we proved today that if we want we can. The process can revive political dialogue and the tangible result was consensus.”

Meeting with Russian FM The strategic nature of Greek-Russian relations and their excellent level was reaffirmed during a meeting in Athens on Wednesday between Prime Minister George Papandreou and visiting Russian Foreign Minister Sergey Lavrov, held on the sidelines of the OSCE Council in Athens.Papandreou accepted a formal invitation to visit Moscow in early 2010. Papandreou and Lavrov discussed bilateral relations in all sectors, ranging from energy to culture and from regional cooperation to relations with the EU and NATO, and signed a 2010-2012 joint action plan to be renewed every two years. Meeting with Turkish FM Prime Minister George Papandreou also met with visiting Turkish Foreign Minister Ahmet Davutoglu, with both sides citing closer cooperation in all levels. The potential for the adoption of practical measures to boost cooperation of the foreign ministers of Greece and Turkey in 2010 was also discussed at the meeting. Davutoglu spoke positively of Greece’s target for the EU integration of the western Balkans in 2014, and he confirmed Turkey’s intent for closer bilateral cooperation. Papoulias Inaugurates OSCE Meeting

(GREEK NEWS AGENDA) President of the Hellenic Republic Karolos Papoulias inaugurated yesterday the 17th Ministerial Council of the Organisation for Security and Cooperation in Europe (OSCE), taking place in Athens (1-2/12).
Papoulias welcomed delegates from the OSCE’ s 56 member states and described the international meeting as “an important political event and an opportunity to strengthen peaceful cooperation and promote the common goals of the member states, in order to reach tangible and substantive conclusions.”

Papandreou’ s Address

The Corfu Process needs to be taken a step further in order to meet the challenges to European security in the 21st century, OSCE chairman-in-office, Greece’s Prime minister and Foreign minister George Papandreou stressed, addressing the first plenary session of the organisation’s 17th ministerial council.
“We have to agree on important decisions in the next two days to strengthen co-operative security across the OSCE area, to shape the work of our organization, and to create a strong foundation for Kazakhstan to build upon as it assumes the OSCE Chairmanship on January 1,” Papandreou said.
He also expressed his hope that a constructive spirit will prevail during the two-day deliberations of the meeting.

Sideline Meetings

On the sidelines of the OSCE ministerial council, Papandreou met with the foreign ministers of Finland, Alexander Stubb and Kazakhstan, Kanat Saudabayev, who together form the current OSCE “troika.”
Alternate foreign minister Dimitris Droutsas had a meeting with FYROM’s FM Antonio Milososki while the premier is scheduled to meet today with the foreign ministers of Russia and Turkey, Sergei Lavrov and Ahmet Davutoglou respectively.
At the end of the first day of meetings, the Greek OSCE chairmanship hosted a formal reception for the visiting diplomatic delegations at the Acropolis Museum.

Black Sea Business Forum / Thessaloniki, 12 & 13 November 2009

(GREEK NEWS AGENDA) The Burgas-Alexandroupolis pipeline is a significant project with geopolitical, economic and energy importance, Deputy Foreign Minister Spyros Kouvelis noted, speaking to reporters on the sidelines of a Black Sea Business Forum in Thessaloniki, on November 12. 
The 3rd Union of Black Sea and Caspian Confederation of Enterprises (UBCCE) business forum, entitled “Seizing New Investment and Trade Opportunities in the Black Sea and Caspian in the Post Crisis Era,” is being held in Thessaloniki on November 12-13.

It is hosted by the Hellenic Federation of Enterprises and the Federation of Industries of Northern Greece.
Addressing the event, Kouvelis stressed Greece’s commitment to the enhancement of co-operation with the European Union, through the establishment of “Black Sea Partnerships” within the “Black Sea Synergy” process, as well as through the new “Eastern Partnership” EU initiative.
Greece, he said, will have the chance to advance this perspective during the Greek Chairmanship of the Organization of Black Sea Economic Cooperation (BSEC), which commences on June 1, 2010.

Greek-Russian Talks ahead of OSCE Meet

(GREEK NEWS AGENDA) Alternate Foreign Minister Dimitris Droutsas on Thursday had a working lunch with Russian Deputy Foreign Affairs Minister Vladimir Titov (right), who is visiting Athens.
The two men earlier discussed matters of bilateral cooperation within the field of the Organization of Black Sea Economic Cooperation (BSEC) pact and the Organisation for Security and Cooperation in Europe (OSCE).
Droutsas is expected to meet Russian Foreign Minister Sergei Lavrov during the works of the OSCE ministerial meeting that will take place in Athens at the beginning of December.
According to the Greek foreign ministry, the role of Greece in European energy security will receive special attention in the forthcoming Greek-Russian talks of December.

Greek FM Tours Caucasus

(GREEK NEWS AGENDA)  Foreign Minister and Chairperson of the Organization for Security and Co-operation in Europe (OSCE) Dora Bakoyannis began a tour of the Caucasus yesterday, specifically in Azerbaijan and Armenia. In statements after a number of meetings in Azerbaijan, the first stop of her tour, Bakoyannis said that her visit was aimed at “strengthening bilateral relations and contributing to a settlement of the long-lasting problem Nagorno-Karabakh problem, by intensifying efforts made for many years by OSCE.”  Bakoyannis said that they focused on energy cooperation and pipelines. “Our goal is to bring Azerbaijani natural gas to Europe via the Turkey- Greece– Italy (TGI) pipeline,” the foreign minister stressed. Referring to the currently “frozen” Nagorno-Karabakh conflict that has a direct impact on stability in southern Caucasus, Bakoyannis stressed that the Greek OSCE chairmanship is intensifying efforts that are underway for years for the solution of the thorny issue.Today the minister is in Armenia. Cooperation Greece – Azerbaijan in Energy

(GREEK NEWS AGENDA)  The issue of cooperation between Greece and Azerbaijan in the energy sector was the focus of discussions held on Tuesday February 17, between Prime Minister Kostas Karamanlis and visiting Azerbaijan President Ilham Aliyev.  The aim of the Greek government was to expand the field of cooperation between the two countries, Karamanlis said. “Our country is the first European Union country to import natural gas from Azerbaijan,” the premier noted, pointing to the Interconnector Turkey – Greece – Italy pipeline carrying natural gas from Azerbaijan to Europe via Turkey and Greece.  Greece has succeeded in becoming an energy hub for south-eastern Europe, a development that promotes the country’s interests and bilateral relations as well as the European strategy, Karamanlis said.  Later on Tuesday, at an event organised at the Athens Chamber of Commerce and Industry (ACCI), Karamanlis announced that “Greece is ready to sign agreements for natural gas supplies directly from Azerbaijan,” but also open to long-term cooperation and increased transactions between the two countries in other sectors besides energy.  ERT Online: Energy Cooperation; Greek News Agenda: Greece Turkey Interconnector; Secretariat General of Information: About Brand Greece – Energy Policy of Greece

OSCE Mandate in Georgia Extended

GREEK NEWS AGENDA)   The 56 participating states in the Organization for Security and Cooperation in Europe (OSCE), agreed yesterday in Vienna to extend the presence of the Organization’s unarmed military monitoring officers in Georgia until June 30. Chairperson-in-Office, Foreign Minister Dora Bakoyannis, welcomed the move, saying: “This decision to extend the mandate of the OSCE monitors shows that all states agree that the Organization is a critical part of international efforts to secure lasting stability in the region.  I am confident that we can build on this consensus to ensure that the OSCE will be able to continue its important work for all peoples in the region and help to address urgent humanitarian challenges.”

Economic Cooperation Greece – Serbia

(GREEK NEWS AGENDA)      Ushering a new period of economic cooperation between Greece and Serbia, Foreign Affairs and Economy and Finance Ministries have agreed that Greece should contribute to the financing of the “Corridor 10” (as part of the Pan European Corridors) linking Thessaloniki to Belgrade and Salzburg. The estimated cost of the Corridor’s part in Serbia is €475 million, and Greece’s participation amounts to €100 million. The visit’s itinerary included a business meeting hosted by the Greek Serbian Business Council on October 9, during which, Deputy Foreign Affairs Minister Petros Doukas noted that Greek investments in Serbia have exceeded €2.5 billion to date and that more than 27,000 Serbians are employed in Greek enterprises. The project for Greece’s participation in the Corridor 10’s construction is financed by the Hellenic Plan for the Economic Reconstruction of the Balkans (HiPERB). Black Sea Economic Cooperation

(GREEK NEWS AGENDA)  On June 25, the Black Sea Economic Cooperation Organisation (BSEC) commemorated its 16th anniversary. Ever since its establishment as International Organisation, BSEC has been responsible for developing intergovernmental, interparliamentary, economic, business and scientific cooperation between the countries of the broader Black Sea region. Although not on the Black Sea, Greece has been closely linked to all eleven other members of BSEC since ancient times. Greece’s significant role to BSEC is being constantly promoted through the operation of the Thessaloniki based Black Sea Trade and Development Bank, the International Center for Black Sea Studies, headquartered in Athens, as well as Greece’s recent presidency at BSEC’s Parliamentary Assembly.
