Συνάντηση Υπουργών Εξωτερικών Ομάδας Visegrad και Δυτικών Βαλκανίων – Συμμετοχή υφυπουργού Εξωτερικών Δημήτρη Κούρκουλα (Βαρσοβία, 25/10/2012)

Ο υφυπουργός Εξωτερικών Δημήτρης Κούρκουλας συμμετείχε στη διευρυμένη Συνάντηση Υπουργών Εξωτερικών Ομάδας Visegrad (V4), Δυτικών Βαλκανίων, Βουλγαρίας, Ρουμανίας και Ελλάδας, η οποία συγκλήθηκε στις 25 Οκτωβρίου στη Βαρσοβία με πρωτοβουλία της Πολωνικής Προεδρίας της Ομάδας Visegrad (Ιούλιος 2012 – Ιούνιος 2013).
Η συμμετοχή της Ελλάδας για πρώτη φορά σε Συνάντηση Υπουργών Εξωτερικών Ομάδας Visegrad εντάσσεται στο πλαίσιο της επαναδραστηριοποίησης της ελληνικής εξωτερικής πολιτικής στην περιοχή, καθώς μόνο η χώρα μας, η Βουλγαρία και η Ρουμανία προσκλήθηκαν να συμμετάσχουν στην ανωτέρω Συνάντηση της Ομάδας Visegrad (Πολωνία, Τσεχία, Σλοβακία, Ουγγαρία) και των Δυτικών Βαλκανίων (Κροατία, Αλβανία, Βοσνία και Ερζεγοβίνη, Μαυροβούνιο, Σερβία, Κοσσυφοπέδιο και πΓΔΜ).
Κατά τις εργασίες της Συνάντησης ανταλλάχθηκαν απόψεις για την ευρωπαϊκή προοπτική των χωρών των Δυτικών Βαλκανίων, υπό το φως της δημοσίευσης της Έκθεσης της Ευρωπαϊκής Επιτροπής και εν όψει του Ευρωπαϊκού Συμβουλίου τον προσεχή Δεκέμβριο.
Γενική πεποίθηση υπήρξε η ανάγκη συνέχισης της υποστήριξης της ευρωπαϊκής προοπτικής των χωρών των Δυτικών Βαλκανίων, η παραμονή της ευρωπαϊκής προοπτικής των χωρών αυτών μεταξύ των κορυφαίων προτεραιοτήτων στην agenda της ΕΕ και η προώθηση των μεταρρυθμίσεων.
Ο υφυπουργός Εξωτερικών Δημήτρης Κούρκουλας ενημέρωσε τους άλλους υπουργούς για την ελληνική πρωτοβουλία της Agenda 2014 κατά τη διάρκεια της Ελληνικής Προεδρίας της ΕΕ το πρώτο εξάμηνο του 2014, με στόχο την προώθηση της ευρωπαϊκής προοπτικής των χωρών των Δυτικών Βαλκανίων. Πρόθεση της ελληνικής πλευράς είναι η σύγκληση Συνόδου Κορυφής κατά το πρότυπο της Συνόδου της Θεσσαλονίκης το 2004 και η ανάληψη επιχειρησιακών δράσεων σε τομείς, όπως η ενέργεια, οι μεταφορές κλπ.. Υπογράμμισε, επίσης, την ανάγκη κατάλληλης εκμετάλλευσης των χρηματοδοτικών εργαλείων στο πλαίσιο της ΕΕ.
Εξέφρασε την ελληνική ικανοποίηση για την πρόοδο σε πολλές χώρες των Δυτικών Βαλκανίων και υπογράμμισε τη βούληση της Ελλάδας για συνέχιση της υποστήριξης της διαδικασίας των μεταρρυθμίσεων.
Ως προς την ευρωπαϊκή προοπτική της πΓΔΜ, ο κ. Κούρκουλας αναφέρθηκε στην πρόσφατη επιστολή και το μνημόνιο του υπουργού Εξωτερικών, Δημήτρη Αβραμόπουλου, προς τον ομόλογό του, για την οποία αναμένεται απάντηση.
Παράλληλα, είχε την ευκαιρία να ενημερώσει για την πρόοδο στις προσπάθειες δημοσιονομικής σταθεροποίησης της Ελλάδας, για τα βήματα προς την οριστική έξοδο από την κρίση της ευρωζώνης εν όψει των αποφάσεων της Συνόδου του Ευρωπαϊκού Συμβουλίου για την τραπεζική ένωση τον προσεχή Δεκέμβριο.
Τέλος, ενημέρωσε για την επερχόμενη Ελληνική Προεδρία της ΕΕ και την Agenda 2014 για την διεύρυνση της ΕΕ.

International Court of Justice Ruling on Distomo Case

In an announcement, issued on February 3, concerning an International Court of Justice (ICJ) ruling upholding Germany’s position, that it enjoys state immunity from being sued in foreign courts by victims of Nazi atrocities during World War II, the Ministry of Foreign Affairs states that the Greek government will study this Judgement closely, in the light of its firm and longstanding position that the matter of German compensations remains open.
The judgement affects the case of the south-central Greek village of Distomo, where Nazi troops killed 214 civilians on June 10, 1944, one of the numerous instances of WWII atrocities in occupied Greece. The court case concerned the confiscation of German property on Italian soil for reparations to be paid to victims of Distomo.

• MPs Raise War Reparations Issue

Meanwhile, in Athens, 28 MPs from PASOK, New Democracy (ND), Radical Left Coalition (SYRIZA) as well as independent deputies tabled a motion in Parliament requesting a discussion on issues concerning the so-called German occupation loan from Greece during WWII, as well as the issue of war reparations to victims of Nazi atrocities and stolen treasures from the country.
In a letter addressed to the presidents of competent parliamentary committees, the MPs called on Parliament to adopt a clear stance on this “crucial national issue.”

New impetus for Greek-Turkish relations

(GREEK NEWS AGENDA) A new impetus for Greek-Turkish relations was given yesterday following a letter by Prime Minister George Papandreou addressed to his Turkish counterpart, responding to prior correspondence between the two leaders.

The Greek side proposes the launch of a series of talks on the issue of the continental shelf, within a specific time limit and the option for both sides to resort to the International Court of Justice in The Hague in case of a dead-end.
Papandreou deems the Turkish proposal of establishing a High-level Council of Cooperation important and invites Recep Tayyip Erdogan to pay an official visit to Greece, sometime before summer, in order to set a time framework.
Moreover, the Greek Premier highlights the need for de-escalating tension over the Aegean Sea and stresses that military activity in the area must be avoided since it jeopardizes security and fuels tension. Referring to the pressure exercised on bilateral relations due to immigration flows’ movement, Papandreou reiterates the necessity for Turkey to abide by the Greek-Turkish Readmission Protocol (2001).
The premier concludes by expressing Greece’s support for Turkey’s European perspective, provided that the latter honours its obligations towards the Greek minority in Turkey and the Ecumenical Patriarchate.

President @ World Future Energy Summit

(GREEK NEWS AGENDA) A change of the energy and development model with extensive use of Renewable Energy Sources (RES) could decisively contribute to combating inequalities and advancing social cohesion at local, regional, national and global level, President of the Republic Karolos Papoulias said yesterday (January 18), addressing the 3rd World Future Energy Summit, that opened in Abu Dhabi, UAE (January 18-21).

Papoulias – a keynote speaker at the summit- stressed that “global leaders are obliged to respond to the climate challenge, and, instead of limiting themselves to a ‘least common denominator’ agreement, they should proceed to a global, comprehensive, and legally binding agreement with specific targets and timetables.”
Every crisis entails an opportunity, and this crisis entails an opportunity for the adoption of policies and measures for the promotion of RES and energy efficiency, which can play a decisive role in the global economy’s exit from the crisis and a speedier recovery, the President noted.

Papoulias – Erdogan Meeting

On the sidelines of the World Future Energy Summit, Papoulias met with the Turkish Prime Minister Recep Tayyip Ergodan, who was also a keynote speaker at the summit.
The two leaders held a private 40-minute meeting during which Papoulias informed the Turkish premier that an answer to his letter to the Greek Prime Minister is to be expected in the next few days, while Erdogan expressed a desire to visit Athens in the near future.
